Council District 14 covers all of Downtown Los Angeles except for LA Live and the Convention Center. Downtown Los Angeles is the economic and cultural capital of the region. Since the City of Los Angeles was founded in 1781 as El Pueblo de Nuestra Señora la Reina de los Ángeles by Spanish missionaries, Downtown Los Angeles has been the hub of growth within southern California. Today it comprises many diverse neighborhoods including Little Tokyo, the Historic Core, El Pueblo, the Arts District, the Fashion District, the Industrial District, Skid Row, South Park, Civic Center, and Bunker Hill.
